A main product of our organization is water supply. In present, Provincial Waterworks Authority (PWA) has lost in investment because of many reasons such as a high cost, a lower distribution, more debts, a high loss of water, limitation of prices increasing by a government policy etc. This problem could be solved by increasing the prices but it is hard that the government will allow PWA proceeding. Therefore, PWA has solved by reducing of manpower, expense in production, special allowance and residence; in addition, ordering each department couldn’t pay over a budget but this is a high attempt. When the expense was controlled for long, people would be more serious with their jobs and they must be careful for controlling any expense also. In past, PWA had never encountered this problem from an adjustment and an oppression of PWA’s Executive. Nowadays, PWA is completely in water supply business because of a drop in economics of country. All of organizations, department stores, shops and companies have thoroughly suffered the effect so PWA has to look at any change. Due to PWA is a state enterprise, the external effects couldn’t change such as water price. Therefore, PWA could manage only improving of system within the organization. Any department must be strict on working and reporting results of work and any information on dateline and also an adjustment of the organization structure. In addition, an assessment by TRIS was adjusted in order to get the fact result which is putting pressure to PWA.
PWA must change the system of Bureaucracy which is specified that people in charge have to report and to be controlled from whom is in a higher position.
There are many steps and very wasteful of time such a case of water users who requested to install a tap-water pipe had to pass many steps until to constructor, explorer, estimator and cashier. If PWA is adapted from Bureaucracy to Process System, it will be quicker. Now PWA emphasized only the installation services after paying money within a day.
For the Process System, the officers got more power and could decide because they could do all steps by themselves. This saved the time and could contact with customers more. For example, a withdrawal of money in the commercial bank’s system is taken the time just 2-3 minutes that is different form the past is 15 minutes. This is because only one officer could determine and permit no need to pass two to three officers.
A competition of water supply business was already begun. This could see from the local government organization was going to manage about water supply services instead of PWA. If the local government organization made a production and distribution of water supply, the price would be reduced. So PWA’s business won’t be proceeded smoothly if they used the cost criteria. The cost of PWA was very high now, so its reduction was hard because if PWA would focus on the production to save in economy of scale which means a mass production, it had to produce in low cost effective. This could see that a big waterworks office had gained a profit more than a small one, not include a depreciation in value.
The above all is the adjustment within the organization to give a satisfaction to the users more. For an external obstruction is the competitor. Although now there are not too much, in future it will be more and severe.
The most people though PWA is a state enterprise without any competitor; however, the awful competitor is underground water that caused the land is damaged. This caused from the government policy is uncertain in cancellation of underground water usage.
Laws or prohibition of underground water usage affected PWA where is in circle around Bangkok lost in investment and may be further. At the same time, PWA has proposed to other related organization but it wasn’t proceeded.
PWA has to find a way to increase revenue and reduce any expense as early retirement project, not increase an amount of the officers, safely energy usage and management of financial system and depreciation in value. The important thing is PWA’s Executive has tried to increase an efficiency in production focused on a low cost per unit and a high quality to keep the customers or the water users. If PWA has to proceed as the private business, effectiveness that means the same quality of input but more output is necessary to the customers’ satisfaction because of users have more experiences and choices. PWA has an ability in delivery the products to the customers on time but there isn’t 100% because sometime it must be stopped delivering to fix the pipeline. At this time, the local management organization has tried to snatch the customers of PWA.
By the reason that many people have no water to use; the local management organization has set up the underground water system which is a low cost, quality and price. In the future, PWA may not have a chance to expand a market or water distribution so then PWA will be lost more.
For the production of water supply business, PWA has to focus on the efficiency and the effectiveness which are the main factors of water supply production business strategy to get an excellent quality of colour, smell, purity, drink ability and low cost. The efficiency in the production process is under the authority of waterworks manager to control the supply water to be clean and deliver all 24 hours including a low cost and more effectiveness so then PWA may not be transformed to be the private.
PWA has already worked the production in the economy of scale.
In addition, could give the satisfaction to the water users.
