1. Place of Contact for Water Supply System Installation
Those who want to use PWA’s water may ask for a request form for water supply usage at any PWA branch at official time and date (between 8:30 a.m. and 16.30 p.m. from Monday to Friday) by filling in the request form accurately and submitting it, along with the required evidences, at PWA branch in the area where the water supply will be used.

2. Evidences Which Have to Be Displayed for A Request for Water Supply
- An identity card (ID card) or government official card or state enterprise employee card, including a certified photocopy of the card, of the person requesting for PWA’s water.
- A photocopy of the house registration of a house requesting for water supply installation and/or a photocopy of the house to which the name of the person asking for the water supply belongs (the name is on the house registration).
- In the case that a person asking for PWA’s water supply is not the house’s occupant or owner, there has to be a photocopy of the house registration to which that person belongs and the house’s occupant or owner has to submit a letter of approval, along with such evidences as a photocopy of his or her ID card and a photocopy of the house registration of the house’s occupant or owner. In the case that a person requesting for PWA’s water supply is the father, mother, son, daughter or spouse of the house’s occupant or owner, a letter of approval is exempt (does not have to be submitted).
- Any letter or document showing proof of ownership of the house requesting for PWA’s water supply in the case that the house’s owner has not transferred to the house registration, or has transferred to the house registration but he/she is not identified as the house’s occupant.
- In the case that the party asking for an installation of PWA’s water supply system is a government agency, state enterprise, official and state enterprise quarters, embassy, consulate, temple and religious practice place which have registered and already had a license, the heads of those government agencies or organizations or authorized persons shall sign in a request form for an installation of the water supply system and become a party, using the water supply, to PWA.
- In the case that the party asking for an installation of PWA’s water supply system is a limited company, public company, limited partnership, ordinary partnership, commercial bank, private school and other juristic persons, the manager or legal owner shall sign in a request form for an installation of the water supply system and become a party, using the water supply, to PWA. In so doing, if the house’s owner, government agency head, manager, or the owner of the company or partnership can’t file a request form and/or become a party, using the water supply, to PWA by himself or herself, he or she may provide a mandating letter to anyone to act on his/her behalf and the authorized person shall submit to PWA a photocopy of his/her ID card, government official card, state enterprise employee card and the house registration to which his/her name belongs.

3. Steps of Installation of Water Supply System of PWA Branch
- When you file a request form for an installation of water supply, you have to make a deposit payment for pipe installation according to the fee rate defined. Then an official will issue a receipt for you. Afterward, PWA staff will make a site visit and survey and make a plan or blueprint, including cost estimates and inform the person asking for PWA’s water as soon as possible.
- When the person requesting for PWA’s water has been informed of the estimated cost, he or she shall make a payment within 60 days. After the PWA branch has received the money, it will start installing the water supply system and register the user of PWA’s water. Nevertheless, if that person does not pay a fee within the time defined, PWA will confiscate the deposit and regard that person as renounce his/her right to request for water supply. In the case that a person has filed a request form and made a fee payment for water supply installation but subsequently refused to have PWA install the pipe and water meter within the time PWA has informed him in writing, PWA will regard that person as renounce the right to use PWA’s water and PWA will return the installation fee to him/her by deducting 20% of the fee.

4. Fees for Water Supply Request
A person requesting for PWA’s water shall make a fee payment at the rate defined in the table based on the type and size of the meter as the following:

* This is an installation of water meter of less than 1/2 inch and 3/4 inch in diameter only for the capitalization payment with the distance between the meter and main pipe no longer than 10 meters. The cost may vary.

- Deposit A person requesting for PWA’s water shall make a fee payment at PWA branch office (where he/she filed a request) on the day the request was made in order to be used for a survey of location and estimation of costs of installation. After the branch office has received labor cost and equipment cost of water supply system installation, it will immediately return the deposit by deducting the amount from the cost estimates already paid.
- Water usage guarantee fund PWA branch will charge the requester based on the size of water meter as a guarantee for water fee payment in each month. The water user will get back the guarantee fund in full amount when he/she cancels the use of PWA’s water without overdue fee payment for water supply. (The water supply requester that is the government agency, state enterprise and other organizations which have registered and had a license will be exempt from the deposit.)
- For labor cost and equipment cost such as labor cost and costs of water meter, pipeline and other equipment used for installation of the water supply system beginning from the water meter to the pipe connection point (excluding pipe and equipment behind the water meter), a person requesting for PWA’s water will have to pay these costs himself. For an installation of a water meter with the diameter of no longer than 3/4 inch, and the distance between the meter and the main pipe of no longer than 10 meters, the capitalization payment including VAT shall be made by the requester.

5. The Installation of Equipment behind Water Meter
- For pipe and equipment behind the water meter (from meter to the premise), a water requester will have to arrange the installation by himself/herself.
- For an installation of equipment behind a water meter, it must be in the pattern defined by PWA. Meanwhile, a water requester will have to have it installed before PWA starts installing the meter. The requester may ask PWA to do this for him/her but he/she will have to pay for this part (installation behind the meter).

6. Water Meter Reading
After PWA branch has installed a water meter for the person requesting for PWA’s water, meter-reading staff will read the meter, in the next month, on the same day when the meter was installed in order to issue a water fee receipt and will regard it as a water fee for that month. For example, the water supply system was installed on September 15, and the user was registered as PWA’s new water user on September 15. Thus the first round of meter reading will commence on October 15 and the water fee will be regarded as a fee for October. In the case that the meter-reading date is on an official holiday, the meter-reading staff will read the meter in advance before that holiday. Nevertheless, PWA branch may adjust a reading system of new meters in accordance with the reading system in each community. In case water users are doubtful about meter reading or water unit jotting, they can inquire the detail from meter-reading staff in the area.

7. PWA’s Water Fee Charge
For a charge of water fee in PWA’s monthly receipt, it is calculated based on the amount of water used (which is read from a water meter) multiplied by the current water tariff rate. The water fee must not be less than the minimum water tariff rate of each category of water users. In a water fee receipt, it consists of a fee of water used, a fee of general services and VAT defined by the government.

8. Water Tariff Rate and Minimum Water Fee
The determination of minimum water tariff rate for each category of PWA’s customers is based on their necessary need of water in each month. This means people in each community ask the government to invest in the establishment of the water supply system and the government has used part of public tax for such construction, apart from defining the water tariff rate for water users to pay. If the water supply system is established and the water is not used, this would be economically wasteful. Therefore, the minimum water fee (for each month) will be spent on the management of water supply services in the same way as water fees collected in each month are used. 9. General Service Rate
General service fee will be monthly collected based on the size of water meters as shown in the table. The money will be spent on the maintenance of pipes and water meters so that they are in good shape and efficiently usable (except pipes within the premise).

10. Channels for Water Fee Payment
There are numerous channels for water fee payment, depending on the customers’ convenience. These channels include the following.- At PWA branch where the water service is provided, from Monday to Friday between 8.30 a.m. and 15.30 p.m. (Some branches also provide services on holiday and customers can check with those branches.)
- Subtract from deposit in 14 commercial banks across the country, namely,

11. Cancellation of Water Distribution
PWA branch will cancel the distribution of its water when customers have violated the regulations and requirements of PWA in the following cases.- Customers do not make a fee payment after PWA branch has informed them in advance in no less than 7 days.
- Customers allow others to connect with their pipe for use in other places without the branch’s permission.
- Customers violate the use of water or do anything which will damage PWA or do not concede to pay the fine or damage requested by PWA subsequent to the cancellation of distribution but PWA has not terminated the contract. If customers pay the overdue debt in full amount within 6 months beginning from the date on which the distribution is cancelled, PWA branch concerned will reconnect the water meter but customers will have to pay the reconnection fee at the rate defined by PWA. Nevertheless, if the payment is not made for over 6 months starting from the date on which the distribution is canceled, customers will have to file a request for use of PWA’s water once again and make a fee payment for an installation of the water supply system as other new customers do. In case customers have overdue debt (unpaid water fee), they have to pay it in full amount first before PWA reconnects the meter.

12. Reconnection of Water Meter
In case customers are canceled of the water distribution (meters are cut off) and they want to use PWA’s water again, they have to file a request for water reconnection and pay the following fee.Fee for Water Meter Reconnection

13. Retention of Water Meter
If customers expect that they won’t use PWA’s water for a long period of time and continuously, for over 1 year onward, they should file a request for the retention of their meter with PWA branch, along with the following evidences.- ID card or government official card or state enterprise employee card (including its photocopy)
- Water fee receipt of the latest month
- Pay a meter retention fee defined in the table below.
The retention of water meters with PWA branch is useful for customers, namely, it helps save monthly general service charge (fee) and monthly minimum water fee which customers will have to pay PWA in case they don’t have the retention of meter. For example, residential customers (first group of customers) have to pay monthly minimum fee of Baht 50 plus monthly general service charge of Baht 30, totaling Baht 80 a month or Baht 960 a year (the amount does not include VAT). However, if customers have retention of their meter, they will pay only Baht 300 – 400 a year, which helps save customers’ money and customers do not have to waste their time to pay a monthly fee.
For the retention of water meters,
customers can do this for no more than 2 times and no more than 1 year each time. If they overstep the period defined, their right to use PWA’s water will be revoked. And when the one-year retention is due, customers have to file a request for continued retention within 30 days beginning from the due date. In this regard, customers will have to pay the fee charged before meter retention. In case customers want to resume the use of PWA’s water, they will have to pay the meter reconnection fee once again.

14. Notification of Problems of Water Supply Usage
In case customers do not get convenience in PWA’s service or wish to express their opinions and give suggestions relating PWA’s services, they can do the following.
- Immediately inquire about the detail or notify the matter to PWA staff, manager or regional director taking charge of the area, or contact through the phone or at PWA branch.
- Send a letter expressing opinions or providing suggestions to the mailbox 67, Laksi, Bangkok 10210, for which PWA has arranged to receive public opinions in particular.
- Customers can follow up information on the progress of PWA’s projects and procurement and can file a complaint on any issue via the Internet at PWA website, round the clock, http://www.pwa.co.th or E-Mail : pr@pwa.co.th
- In case customers find pipe burst, please report to PWA branch providing service to them so that correction may be immediately made, or inform via the phone number 1662.
- When customers call at the number 1662 to report on pipe burst, the operator may not be staff of PWA branch in the area where the burst occurs. Thus customers should identify the service area or the area where pipe burst is found to check which PWA branch is in charge of that area in order that the operator will coordinate with the branch to solve the problem very soon.

15. Inspection of Water Meter
If customers are doubtful about an erroneous water meter, they can file a request to PWA branch in the area so that the latter may make an inspection of the meter used. In case an error is found, the branch will make a repair or replacement for a new meter free of charge. Nevertheless, if the meter is found in good condition, customers will have to pay the fee for a meter examination as the following:

16. Request for Change of Water Meter
Customers have to display the following evidences.- ID card or government official card or state enterprise employee card (including its photocopy)

- A receipt of water usage guarantee fund (if any)

17. Transfer of Place of Water Usage
If customers wish to transfer the place of water usage or change point of pipe connection from one point to another within the same service area of a PWA branch, without changing the water meter size, they have to file a request for a transfer of place of water usage to PWA branch with the following evidences.
- ID card or government official card or state enterprise employee card (including its photocopy)
- A photocopy of house registration of the house to which a transfer is made.
- Water fee receipt of the latest month or its photocopy (if any)
- A receipt of water usage guarantee fund (if any)
